What is a "local carbon budget"?
Local carbon budgets would put a cap on the amount of climate-changing carbon dioxide emissions in each council area over a five-year period. A set limit would encourage councils to take action such as home insulation, more renewable energy and better public transport which would cut local emissions. A nationwide law would mean every area had a fair carbon budget, and councils would produce a plan showing how they’d keep emissions below this limit. Councils would get technical and financial support.
