Meeting the challenge of climate change will establish a new era in local government
Strong leadership, clear vision and ambition from councils could deliver reductions in carbon emissions of millions of tonnes annually and potentially unlock £1bn in income for councils, Communities Secretary John Denham says.
Local authorities are already at the forefront in taking the decisions and actions that will help the nation meet our climate change targets - from waste plans through to transport policies.

Preparing for the CRC
Part of the Improvment and Development Agency. In 2006, Plymouth City Council decided to calculate its carbon footprint and then reduce it. Three years later it had engaged partners and businesses throughout the area and won an award. But best of all, the council found itself well placed to prepare for the Carbon Reduction Commitment (CRC).

The initial solution for cutting carbon was the Carbon Trust’s Local Authority Carbon Management (LACM) programme. This has had far-reaching implications:

  • for tackling carbon accounting
  • use of natural resources
  • reporting the new climate change indicators
  • engaging local businesses in reducing their carbon footprint

Getting serious about Climate Change

Local government can, and must, take a lead in reducing carbon emissions in their local area.
This report sets out how they can. It also demonstrates that local governments that take action on climate change now will bring significant economic and social benefits to their local communities.
Three quarters of the public think that councils have a key role in tackling climate change.
Promising initiatives on energy, housing and transport are becoming more widespread, and they show that action is possible. But too few local governments are taking action, and none are doing enough.
Climate change poses a very real threat to lives and livelihoods; business as usual is no longer possible. We will all benefit from taking action on climate change now.
