Winchester continues to exceed legal limits of nitrous dioxide and its roads are frequently running at full capacity. 

Winchester is thus not only in breach of legislation, but is potentially close to a critical congestion threshold beyond which the air pollution would markedly increase.

It is essential that measures are taken to reduce the number of motorised trip-ends in Winchester and it is clearly critically dependent on significant reduction of central car parking space. Read more.
