Local Transport Plan 4

The Local Transport Plan is Hampshire County Council’s framework for all that happens in transport across the county for the coming ten years, aiming towards net zero in 2050.

Hampshire County Council, which is the transport authority for the county, approved this new Local Transport Plan at its meeting on 22 February 2024.

WinACC welcomes the plan. Climate is at the centre of its thinking about transport. In summary, the Plan:

  • is focussed on climate change and reducing transport emissions
  • acknowledges transport as a major source of emissions
  • includes a carbon-reduction pathway to 2050
  • seeks to reduce car mileage and increase walking, cycling, and use of public transport
  • addresses social isolation and health issues
  • promotes greater use of rail, including for freight
  • advocates alignment of transport planning and local plans
  • emphasises the value of area strategies (like the Winchester Movement Strategy).

But it:

  • allows its support for government policy on national infrastructure (e.g. motorway widening) to undermine its vision and guiding principles
  • is vague and inaccurate about government emissions data and the government pathway to net zero
  • does not set broad percentage allocations for the resources required to deliver each of its policies
  • is  faint-hearted about the managing the demands associated with private car use
  • fails to provide convincing scenarios to support its aspiration to effect modal transfer from private car use to walking, cycling and public transport
  • is unnecessarily complex and will make engagement, monitoring and evaluation difficult.

Further work is promised, and WinACC hopes this will be completed soon.
